When an agency has openings, it asks DCAS to certify candidates from the eligible list. The agency then canvasses (contacts) those candidates — often through a hiring pool or canvass letter — and invites them to interview. Under §61 of the Civil Service Law, the appointing agency must select from among the top three available candidates for each vacancy: the 'rule of three.' Respond promptly to any canvass; missing it can affect your standing, though you may be able to request restoration in some cases.
