If an agency selects you, you'll move through pre-appointment steps: background investigation, medical or physical evaluation depending on the title, and onboarding paperwork. Once you clear these and accept the offer, you're appointed to the title. Most appointments begin as a probationary period during which the agency confirms you can perform the job. Completing probation successfully secures your permanent status in the title.
